Rocío Garcel (born February 12, 1948 in Veracruz, Veracruz, Mexico) is a Mexican voice actress and singer. She has dubbed many televsion and film characters into Spanish. Garcel has become the official Latin American voice-over artist for Julia Roberts and Sandra Bullock. She is capable of transforming her voice by doing a wide range of characterization from childish sounds (boy or girl), to a teenager, and to an older female voice.
